Jurisdictional and other Stakeholder Expectations of CPD Programs

Leona Wilson, Wellington Hospital, New Zealand

The recommended objectives of the new ANZCA CPD Program are:

  • to promote and facilitate the participation of Fellows and all anaesthetists in effective CPD,
  • to encourage a culture of self-directed learning, review, and reflection on professional practice among Fellows,
  • to consider and embrace acknowledged international standards in CPD and to contribute to knowledge in this field,
  • to demonstrate the accountability of anaesthetists to the community by monitoring participation and evaluating the effectiveness of the Program.

Various organisations have asked anaesthetists to demonstrate their participation in CPD. The expectations of those organisations fall in to two broad groups, those that accept our Program as it is (e.g NSW Medical Board), and those that require our Program to contain certain elements (e.g. Medical Council of New Zealand)

Registration authorities

Australia:

  • Federal: the proposed national registration may ask practitioners to demonstrate participation in CPD to obtain registration, but this is as yet uncertain
  • New South Wales: the Medical Board's view is that all medical practitioners should participate in continuing professional development at a level at least equivalent of the relevant College program. Failure to participate in CPD will not impede the practitioner's registration.
  • Queensland: the Medical Board has proposed that practitioners must demonstrate that they have taken part in a College's recognised CPD Program, or have undertaken CPD to a similar level to that of the relevant College for registration. Consultation closed January 2007.
  • Other states and territories: no current requirements.

New Zealand

  • the Medical Council of New Zealand requires those on the vocational (specialist) register to participate in an accredited recertification program (ANZCA MOPS for anaesthetists). Groups of doctors may apply for alternative programs to be approved, but individual alternative programmes will not be approved.
  • An accredited recertification programme must contain at least one clinical audit per year
    • a minimum of 10 hours per year peer review (includes M&M meetings)
    • a minimum of 20 hours per year continuing medical education

Other organisations:

Many private and public hospital credentialing committees ask for participation in CPD, as do public hospital performance review processes. ANZCA MOPS participation is used for this purpose.
