Regulation 35

ANZCA CERTIFICATES

Pursuant to Clause 7 of the Constitution

35.1     Introduction

Certificates are awarded by ANZCA to recognise the successful attainment of special knowledge, skills and experience in areas of medicine related to but outside the mainstream clinical specialist practice of Anaesthesia, Intensive Care and Pain Medicine.

35.2     Definition of an ANZCA Certificate

 An ANZCA Certificate:

35.2.1    Addresses the need for defined standards of practice in an area of medicine related to but outside the mainstream clinical specialist practice of Anaesthesia, Intensive Care and Pain Medicine and which is not limited to a single procedure.

35.2.2    Has a training and assessment program prepared and managed by the New Programs Committee of ANZCA.

35.2.3    Shall be available to Fellows, trainees, medical practitioners and other healthcare workers who have the necessary prerequisite experience, training and skills.

35.2.4    Shall be awarded by ANZCA Council following recommendations from the New Programs Committee in recognition of the attainment of special knowledge, skills and experience.

35.2.5    May be withdrawn if the requirement for such certification becomes no longer necessary or if the special area of medicine becomes part of mainstream specialist practice in Anaesthesia, Intensive Care or Pain Medicine.

35.2.6    Shall require participation in relevant Continuing Professional Development by the Certificate holder.

35.2.7    Shall show:

“The Council of the Australian and New Zealand College of Anaesthetists certifies that (name of recipient) has fulfilled the training program requirement for the Certificate in (relevant area of expertise)

35.2.8  Shall:

35.2.8.1   Not apply to any subspecialty area of medicine examined in the ANZCA and Faculty Fellowship examinations.

35.2.8.2   Not be a registrable qualification, unlike the Fellowship Diplomas of ANZCA and its Faculties.

35.2.8.3   Not permit exclusive rights to practise in the particular area.

35.2.8.4   Not imply Fellowship of ANZCA or its Faculties.

35.2.8.5   Not imply access to the privileges associated with Fellowship.

35.3     New Programs Committee of ANZCA

35.3.1    The New Programs Committee is the ANZCA Council committee responsible for managing all certificate programs.

35.3.2    The Committee shall consist of   two Councillors, one of whom shall be the Chair, the Chair of the Final Examinations Sub-committee or his/her nominee, the Chair of the Training Accreditation Committee or his/her nominee, a Director of Professional Affairs, a Fellow of the College and two co-opted nominees from the particular area of expertise.  The Chair shall be appointed by the Council.

35.3.3   This Committee reports to Council, and its responsibilities include consideration of applications for new Certificate Programs, monitoring of Certificate Programs, accreditation of the training programs and facilities, and recommendations to the Council for certification of practitioners who satisfy the assessment requirements of a particular Certificate Program.  It will consider whether individual Committees should be established for each Certificate Program, or if all certificates should be managed by the New Programs Committee.

35.4     Certificate Program

A certificate program must comprise the following components:

35.4.1    A course that includes objectives and curriculum.

35.4.2    A clinical training component that has a minimum period of accredited training.

35.4.3    A process to accredit clinical training facilities.

35.4.4    An assessment process to pass or fail candidates.

35.4.5    A  process of Continuing Professional Development (see 35.2.6)

35.4.6    A fee structure for certificate candidates and certificate holders.

35.5     Summary of Process

35.5.1    The need for a Certificate in an appropriate area of medicine is identified. (see 35.2.1)

35.5.2    A group of practitioners develops a draft certificate program and submits it to ANZCA for approval.

35.5.3    The New Programs Committee considers the application and makes recommendations to Council.

35.5.4    Council grants the New Programs Committee the authority to further develop the program and the assessment process in association with appropriate practitioners of the group in 35.5.2 who may become co-opted members of the New Programs Committee.

35.5.5    The New Programs Committee monitors the training and assessment process.

35.5.6    Council awards certificates following recommendations from the New Programs Committee.

35.5.7    At regular intervals the New Programs Committee reviews the requirement to continue the program.

35.5.8    Certificate holders undertake a process of Continuing Professional Development (see 35.2.6).
