Regulation 9
GENERAL MEETINGS OF THE COLLEGE
Note: Dates in italics flag the dates of recent changes to the regulation, e.g., 10/04 indicates a change made to the following paragraph in October 2004.
9.1 General Meetings of the College shall be held at such times and places as the Council may from time to time by resolution direct.
9.2 The business of these Meetings shall be:
9.2.1 Scientific discussions and practical demonstrations
and/or
9.2.2 Discussions by Fellows of the College on matters concerning the welfare of the College.
9.3 Standing Orders at General meetings.
9.3.1 When a motion has been duly proposed and seconded, the Chairman shall at once take the votes thereon unless a Fellow proceeds to discuss the matter or to propose an amendment.
9.3.2 All motions shall be:
- duly proposed and seconded
- of an affirmative character
- submitted in writing thirty days before the meeting.
- withdrawn only by unanimous consent of the Meeting
9.3.3 A motion may be resolved, adjourned or referred to the Council of the College.No Fellow shall propose more than one amendment to a motion.
9.3.4 The proposer of a motion has the right of reply at the conclusion of the debate.
9.3.5 No other Fellow shall speak more than once upon the same motion or amendment except:-
- In explanation or correction of some matter during the debate when he
2/97 or she shall have the right to explain a misunderstanding of language but shall be prohibited from further debate on the merits of the case.- Upon a point of order raised during the debate.
- By permission of the Chairman.
9.3.6 Any Fellow rising to a point of order shall state distinctly such point of order
2/97 without debate and shall then resume his or her seat until the point of order is decided by the Chairman.9.3.7 Any Fellow speaking when a point of order is raised shall not continue his or
2/97 her speech until the point of order is decided.9.3.8 Any motion approved or rejected cannot be moved again at the same meeting, but a notice of motion to vary the decision may be given.
9.3.9 The Chairman shall put all questions in a distinct and audible voice to the Meeting and declare whether or not the vote is carried.
9.3.10 Motions shall be decided by simple majority, except where otherwise provided in these Regulations with the Chairman exercising a deliberative, and if necessary, a casting vote.
9.3.11 A motion may be amended during the debate, provided the intent of the motion is preserved.
9.3.12 Upon an amendment being carried, the motion as amended shall take the place of the original motion and may be further amended until a decision is reached.
9.3.13 No Fellow may speak to any question after the Chairman has risen to put the question except to a point of order.
9.3.14 Any Fellow who has not already spoken shall have the right to move "that the question be now put".
9.3.15 There shall be no debate on such motion
9.3.16 Such a motion that the question be now put must be carried by a three-quarters majority of those present. The Chairman shall have a deliberative and a casting vote.
9.3.17 When a motion is carried "that the motion be now put", the mover of the original motion shall be allowed to reply.
9.3.18 A motion to adjourn the Meeting or debate may be proposed and shall be put to the vote immediately. The motion requires a seconder.
9.3.19 When "time" for the resumption of an adjourned debate is discussed, the discussion shall be confined to the question of time and duration of the debate.
9.3.20 In all other cases the Chairman shall have full jurisdiction.
9.3.21 By permission of the Chairman, any Fellow may propose a suspension of Standing Orders. This motion must be carried by a three-quarters majority of those present.
