Regional Training Committees of the College shall be appointed by Council for Hong Kong, Malaysia and Singapore to supervise, maintain and develop College training programs in those countries.
24.1 Terms of Reference
- 24.1.1 To negotiate as necessary on matters related to College training programs with hospital or university authorities.
- 24.1.2 To report to the College annually on the number, names, employing hospitals and examination status of trainees registered with the College.
- 24.1.3 To report to the College on any matters which may affect training programs.
- 24.1.4 To sponsor, conduct and supervise instructional courses for trainees preparing for College examinations.
- 24.1.5 To receive, promulgate and implement College policies on matters related to training.
- 24.1.6 To nominate a Fellow who is a member of the Committee to be appointed by College Council as Regional Education Officer. The Regional Educational Officer shall serve for a term of three years but shall be eligible for reappointment for two terms.
- 24.1.7 The Committee shall elect its own Chair and Secretary who will serve for a term of three years but shall be eligible for re-election for a second term.
- 24.1.8 A quorum for the Committee will be a majority of voting members. If at any time the number of members is less than a quorum, the committee may meet only for discussion purposes.
- 24.1.9 Questions arising at meetings of the Committee (either in person, by teleconference or webinar) are decided by a majority of votes of voting members present and voting, with abstentions not being counted in the total number of votes. The Chair has a casting vote in addition to a deliberative vote where there is equality of votes. For an electronic vote, questions are decided in the affirmative if at least 75% of all voting members (other than any member on leave of absence or any member abstaining in writing) vote in favour.

24.2 Membership of the Committee
The Committee shall have a minimum of five members including appropriate representatives from the following groups:
- 24.2.1 Two Fellows of the College nominated by local Fellows and appointed by Council.
- 24.2.2 A representative of the Department of Health.
- 24.2.3 A representative of the relevant local graduate training organisation in anaesthesia.
- 24.2.4 Representatives from each of the following groups:
- 24.2.4.1 The Heads of Department (of Anaesthesia) in all College approved hospitals.
- 24.2.4.2 The Supervisors of Training in all College approved hospitals.
- 24.2.4.3 The Academic Head of the appropriate University Departments of Anaesthesia.
- 24.3 Duties of the Regional Education Officer (REO)
- 24.3.1 The REO shall not necessarily be the Chair of the Regional Training Committee.
- 24.3.2 The REO shall be responsible for the organisation of any College examinations held in the country.
- 24.3.3 The REO shall be responsible for seeing that College Professional Document TE11 Formal Project Guidelines is complied with by College trainees in the country.
- 24.3.4 The REO shall be responsible for seeing that College Professional Document TE14 Policy for the In-Training Assessment (ITA) Process is complied with by Supervisors of Training and by College Trainees.
- 24.3.5 The REO shall have familiarity with College regulations pertaining to training so that she/he can advise trainees and departments recognised by the College of relevant matters.
